Seems they should be available for all members and

From what you have posted, Jean Serge, it appears that the late Met. Cyprian was deposed for causing a rupture in the GOC by creating his own Synod of Resistance. Apparently, some years prior to his incapacitating illness, coma, and death, Met. Cyprian had expressed a wish to be reunited with GOC, and this was honored posthumously when Met. Kallistos and other hierarchs conducted a ceremony at his grave site.

I suppose the issue at hand is whether a posthumous rehabilitation is possible at all in Orthodoxy; my impression is not and that Met Cyprian must have joined the GOC again before his death. I'm not aware of any clarification on that matter, but if anyone has information it would be welcome. Possibly there is something about it in Greek.

I was told that before dying or having his stroke, he asked his people to reconciliate with GOC-K and this was interpreted as repentance. My source is a priest who talked to another priest in Greek. But as you see, one month ago, they announced a clarification and a new translation and there is still nothing, no promised date etc. So I wonder what is really available in Greek or not.
