As I always understood it....technically you can't have a pannichida served in church, but it can be done at home. The same for a moleban for a unbaptised or non-Orthodox person.

A priest I knew a long time ago said that while technically you are not supposed to serve a pannichida in church, sometimes the need or grief of the Orthodox person is such that he would do it because otherwise the Orthodox person would suffer harm to their soul. It is really up to the individual priest to make the decision based on his knowledge of the person in question.
