It is first a question of will. Up to now, no patriarchate has ever thought about lauching a missien in the Western world. They are only interersted in their emigration and keeping good links with the Papist church... A good step would be having the will of creating a mission. It could be done step by step from the existing Orthodox churches in Europe and the US...
First - you don't offend -it is a blasphemy to compare to the sergianists with the Holy Apostles. The sergianists has little notion of what is to be really Christian.
Second, the MP (for not saying the "Church" of Sergy and Stalin) it is highly philetist, and they act like an "extension" of the Russian Embassies. The same thing can say of the other "World Orthodoxy" ones, they not even know the language of the country where they have parishes and in some cases they pick up to make their clergymen to former "priests" Roman or former Protestants full with heresies.
For finish I believe that to be a true Orthodox Christian missionary, one should know Christ and His Church. How can one preach what one doesn't know?
