IMO, since they are by far the largest Orthodox body (at least AFAIK) they have the chance to step up to the plate and turn back the sorry events of 1924 in Istanbul.

I have always thought that the "Ecumenical Patriarchate" such as it is, should be transferred to the Moscow Patriarchate ...

I have a question which is kind of on the same tack. What are the Mid-Hours? They are mentioned in Boston's Horologion, but they have almost nothing about them, and I have never heard of them from any other source.
