Yes, the bishops themselves have condemned the calendar innovation, ie, the 'New" Calendar, not just "self proclaimed" bishops.

Dear Justin,

the book I mentioned to you in the Theology section, The Struggle Against Ecumenism is probably the only book I know of that is public and favorable towards HOCNA. It is good reading, though not always complete about all the details concerning the Old Calendar struggles.
