Per user-blocking via the "Foe" feature has been turned (back?) on. I know a few people have asked for this, so all you have to do is go to the user's profile page and "add Foe" to block them and their notifications. This is just below "add Friend".

Sorry, what does that feature mean ? The foe's posts are not seen at all ? Or the foe's PM's are not visible ?

They aren't visible to the user who establishes the foe. It effectively allows users to clean up their own timelines for people that they don't want to see.
