Those are Maori, that's what they do in NZ...it's their schtick.

But not all the participants are Maori, right ? If it were only a meeting of Maoris, it might make a little more sense
But seems like it's a mixed group.

No, they weren't which makes it look even more silly TBH, but if I were to guess, it the HQ admin team "welcoming" senior leadership. So, if their platoon sergeant or platoon leader is Maori or if it was offered by the Maori in the platoon then I guess they allowed who ever wanted to join in on the greeting. I don't know the cultural rules for Maori or NZers but I do recognize staff military personnel greeting incoming senior leadership.
