Those bishops who are heretics and in communion with heretics can be considered "jurisdictions" as much as the Latins might - in fact they do consider the Latins as a "sister church" ironically enough. It is not uncommon at all for people with those false bishops to desire to "blend-in" with the Orthodox as much as possible by saying, "we must not accuse one another, we are all struggling for the same thing".
ROCiE may have a "circus" going on, but there bishops at least meet the minimum qualifications to be considered an actual bishop: they are not heretics and they are not in communion with heretics. Therefore, any trouble with them is a great cause for concern.
Meanwhile, there is no less of a circus in "jurisdictions" of the heretics, in fact their circus is all the more greater, and usually involve a corruption in matters of faith, prostitutes, or large sums of money. But what does any of that matter really when they are not Orthodox in their faith to begin with? That is the real tragedy. So when they want to point out a "circus" in the ROCiE, it is like a corpse worried about the health of people who are alive.
Because of this, the phenomena StephenG mentions is not applicable, We are not comparing different color apples here, we are comparing good apples with ones that have rotted.
