Although there are a few catacomb True Orthodox Churches that are remain deeply underground in Russia and in countries of the former Soviet Union due to continuing persecution and harassment by the freemasons who remain in power, there are several True Orthodox Churches that are functioning in those countries. These more open True Orthodox churches must be careful as their relics (wonderworking bodies of saints, especially the New Martyrs), vestments, prayer books, and even their churches have been seized by the state police.
One of our members, Bishop Irineos would know some of these True Orthodox parishes because he is in communion with them.
Another member, jdigrande, might also be able to provide you with some information as he has traveled widely in Eastern Europe.

I would go the RTOC, ROCOR-V (Vladimir) or ROAC websites to find parishes in St. Petersburg. I have not been to Russia ever so I cannot give precise information. Suzdal has ROAC churches there on the Ring Road around Moscow.

Yes, there are still quite a few True Orthodox catacomb churches in Russia which have been persecuted by the FSB and the MP.
