My commentary : surely the Russian personnel were burning sensitive documents [ of which every diplomatic representation has its share ]. Probably, they knew of the fiasco when the US Embassy in Tehran was seized by militants in 1979. American diplomats hastily shredded every diplomatic cable in sight. However, intrepid Iranian students spent literally thousands of hours painstakingly reassembling every one of those papers. The Iranian government published a thick volume or two of these documents for anyone in the world to read. Very embarrassing for the US.
