In regards to the legally sanctioned persecution, my godfather told me a story from his Army days during the Vietnamese War. The military had a national day of prayer every year where all of the troops would be divided together to pray. Well, when doing the dividing, they only divided people based on whether they were Roman Catholic or Protestant. There was no division for Orthodox Christians or even a vague "Eastern Christians" division at all. Those who belonged to the Orthodox faith were forced to pray with either the Catholics or the Protestants and thus violate the Canons of our faith. Your comment about military chaplains reminded me of this story; I wonder how Orthodox Christians are treated in the US military today.
