1. I believe there will be enough resistance to the bill to force changes, but I believe that the Prime Minister is under great pressure to pass the bill. The pressure comes largely from the W.T.O., an oligarchy of multinational corporations and the U.S. government — which wishes to effectively annex Canada.

Now the "Elite Establishment" who control our governments [US,Canada, and globally] have scored the best corporate coup of the millenium - Read this story.

As we keep saying - individual rights and democracy is bad for business. Think about it - less then 2% of the population is involved actively in political parties, and less then 1% of those active are in real power roles within the parties!

This means that in Canada that approximately 6000 individuals control all party activity. Where is democracy in our political parties and / or our country and / or our international organizations?

A.B.: What kind of measures are implied or stated in the new bill C-36?

Archbishop Lazar:

1. Bill C-36; effectively institutes the War Measures Act as a permanent feature of Canadian life. This bill, labelled as an "anti-terrorism law" severely impacts on our freedom of speech, freedom of assembly and freedom of association. In fact, it is directed far more toward curtailing lawful protests against undemocratic actions by the Prime Ministers Office (PMO), than against international terrorism.

Bill C-36 amends (and in some cases, effectively abolishes) many other acts. It also incorporates one new act. This new act is Bill C-16, "Registered Charities Security Information Act".
Among the laws amended by Bill C-36 are:

1. The Criminal Code of Canada
2. The Official Secrets Act
3. The Canada Evidence Act
4. The Canadian Human Rights Act
5. The Immigration Act
6. The Access to Information Act
7. Personal Information and Electronic Documents Act
8. The Privacy Act and four or five others.

These amendments directly remove the civil liberties guaranteed in those acts. Completely cancelled are the right to use ethical, religious or environmental arguments as defense for any alleged breach of Bill C-36 even though such alleged breaches might consist only in a protest, with no real or implied terrorism. Alleged offences are to be tried only before a judge approved by the CSIS. Bill C-36 is on a par with some of the early legislation instituted by Hitler and Mussolini.
This bill serves the purposes of multinational corporations more than anything else.

A.B.: Do you think that there is a good chance that the bill will pass?

Archbishop Lazar:

A.B.: You recently wrote a letter to our Prime Minister Jean Chretien about this bill. Could you comment on this?

1. My letter to Mr Chretien was written in dead earnest. I want the Prime Minister to know that we understand that he is declaring war on the citizens of Canada with Bill C-36 in its present form. I want him to know that some of us accept the challenge and will fight back whatever it costs. You may print my letter if you wish.
   A.B.: People view you as a religious leader. Why do you think it is important for you to take this extra step into the public sphere?

Archbishop Lazar:

1. There are two aspects to this answer. In the first place, I have been actively involved in the human rights and civil liberties struggle since 1961. I believe in the importance of this struggle as firmly now as I did then. Secondly, as an Archbishop, I have responsibilities to my flock for their spiritual and moral lives. Bill C-36 impacts on both. Moreover, I have a deep concern with the overall welfare of my flock as well as with humanity in general. I believe the Gospel mandates my concern and my struggle.

A.B.: In your letter you offered to be the first one beaten and jailed, because protest will certainly arise and this is what will happen to those who protest. What might be the outcome of your letter? What will your letter achieve?

Archbishop Lazar:

1. The outcome of my letter is uncertain. I may be investigated by CSIS, my telephone might be bugged and an inaccessible file on me will be started by CSIS (if, in fact, it does not already exist) Such a file already exists on human rights activists. I hope my letter will cause the Prime Minister to rethink Bill C-36. By making the letter public, I hope it will encourage others to take a firm stand and protest Bill C-36.

A.B.: Do you think Canada is descending into fascism? Or do you think that fascism is already here and this is the beginning of it openly raising its ugly head?

Archbishop Lazar:

1. Canada, like the rest of the world, is descending into a cold, corporate fascism. Bill C-36 can easily be used to prevent labour strikes and break trade unions or to curtail any activity considered undesirable by major, multi-national corporations. It clearly works in favour of the small oligarchy of multinational corporations which already control the world's economy, manipulating it to gain still more power over governments. One would do well to recall Benito Mussolini's dictum: "Fascism should rightly be called corporatism as it is a merger of state and corporate power."

A.B.: Do you have any more comments you wish to make?

Archbishop Lazar:

1. Bill C-36 has less to do with anti-terrorism than with the advancement of globalization. Globalization is about money and power, not about people. Legislation such as Bill C-36 would prevent protests on the basis of environmental protection (something hated by major corporations) or ethics. A de facto Fascism, directed by major corporations and financial institutions would be protected and advanced by Bill C-36. My protest is as much against this pan-national fascism as against the destruction of civil liberties in Canada.
   I would rather die in the defence of liberty that live in a world which does not have it. It would be even more unbearable if I had to live in such a world knowing that I had silently acquiesced to it.

Christ is Risen! Hristos Vaskrese!

Brothers and sisters, I thank you all again for the steadfastness, dignity and love which you have shown in coming here day after day for these peaceful yet powerful rallies for our suffering Serbian people and nation.

I want to make it profoundly clear, however, that we are not doing this only for Yugoslavia, nor only for the Serbian and Albanian citizens suffering under the insanity of the NATO aggression. Our protests, our rallies have a greater cause, because we are standing against the forcible spread of a New World Order: a New World Order based on arrogance, lies, deceit, greed and immorality.

Today is the 33rd day of the bombing of Serbia. Let us recall that our Saviour was crucified in His 33rd year, and now we see that the servant is not greater than the master. Make no mistake: this violent rage of NATO is not aimed against Mr Milosevich and his wrongdoings; it is aimed against something greater - against the Serbian people, the Serbian culture and history and against the Orthodox Christian Faith.

Brothers and sisters, Serbia has stood in the breach before. The Serbs were the guardians of the gate who held back the Ottoman hordes and spared all of Europe. In 1389, Serbia was crucified on the cross of Kosovo and the rest of Europe remained free. Again, Serbia stood in the breach against the Nazis. It was Serbia that tied down the Nazis so that they could not pit the full force of their mighty army against the other allies - the same allies that now so savagely bomb us. Was it not at Ravna Gora that the first movement of resistance against Hitler began? Once more, Serbia was crucified and the rest of Europe, Canada and America benefitted from the blood and suffering of our Serbian people.

Now, brothers and sisters, Serbia stands once more in the breach, Serbs are once more the guardians of the gate, this time against the spreading darkness of the Clinton/Albright New World Order - a brave new world of immorality, perjury, arrogance, lies and greed.

This New World Order seeks to reshape the structure of nations for the economic benefit of a few - the world's wealthiest and most powerful. Using the fantasy of the "higher Western culture," the New World Order seeks to colonize the smaller, poorer and more vulnerable nations of the world in order to entrench the power and wealth of an oligarchy of wealthy corporations and a small, tight community of the extremely rich. The New World Order seeks to undermine and destroy the sovereignty of nations not only with treaties obtained by ultimatum, for unrestricted investment and trade, but through cultural aggression and the national moral and spiritual destruction that come with it.

Now the New World Order has contrived to make NATO its own armed forces. Rather we should say America has made NATO its own. Make no mistake, the Unites States, the author of the "New World Order," was troubled over the economic competition and independence of the European Union, so the American government contrived to use NATO as a means of annexing the European Union and controlling Europe; not only the present E.U. state, but the emerging economies of Eastern Europe. The facade doctrine of this New World Order is "Atlanticism" and "the four pillars" of Malcolm Rifkind.

NATO is now in the process creating a prison house of nations; nations deprived of their sovereignty, bludgeoned into conformity and economic and cultural bondage through threats of economic destruction and, if that fails, threats to bomb that nation and people out of existence. This is the New World Order: If they are not like us, starve them or bomb them until they crack under the strain and become like us.

No longer the effort to create a "homo Sovieticus," now the equally fascist idea of creating a "perfect NATO aryan superstate." It is notable that both the Soviets and NATO consider violence and murderous force to be a lawful means of creating their respective New World Order - as did Adolph Hitler.

Let us recall that the author and leader of this New World Order - this emerging prison house of nations - is a predatory sex pervert, a well proved perjurer and liar, under investigation in his own country for still worse crimes. Here is the man who claims that bombing a small, poor nation out of existence is a "humanitarian act."

This humanitarian bombing" includes the use of weapons banned as barbaric and inhuman by the United Nations. What are the "humanitarian gifts" to Yugoslavia and the world? Uranium tipped warheads on their missiles. Depleted uranium has a half life of 4,000 years. The gift of NATO to any Albanians who return to bombed out Kosovo is the risk that their children and children's children will have a legacy of cancer, recalling both Chernobyl and the American war crimes in Iraq, where the same weapons have caused an epidemic of childhood cancer.

Bombed hospitals, apartment buildings, schools - innocent children, old men, women, ordinary citizens mass murdered by NATO. This is the humanitarian gift of Mr Clinton and Ms Albright and their allies - this is the true face of NATO's New World Order.

Brothers and sisters, let us call it by its true name: Fascism. The NATO New World Order is Fascism pure and simple. It's weapons of conquest and imperial expansion are both economic and horrifying; barbaric weapons of mass terror and death. Fascism, brothers and sisters: and the New Fuhrer is Mr Clinton: Fascism, brothers and sisters, and the new SS is NATO. Fascism, brothers and sisters, and once more Serbs are the guardians of the gate. If Serbia survives and does not surrender, the world wins, humanity wins.

The real crises for us as Canadians is not simply that NATO has ruled that all non-NATO nations are no longer sovereign within their own borders; the crises for us is that NATO has ruled that even those nations which belong to it are no longer sovereign.

NATO has ordered Canada to violate its own national law, and the Prime Minister has felt compelled to obey. NATO has silenced not only the Canadian Parliament, but also the British Parliament and the American Congress.

Contrary to the laws of all three nations, their parliaments have not been allowed to debate the aggression against Yugoslavia. More shocking still, all three parliaments have passively accepted this usurpation of their prerogatives and obligations. By this very fact, even the Parliament of Canada has accepted the erosion of the national sovereignty of Canada.

NATO, a clearly aggressive military alliance, has become a supergoverment which usurps the authority and obligations of elected Parliaments, dictates the foreign policy of its constituents states and expects obedience from the heads of government of its members.

NATO has arrogated to itself the right to determine which nations are sovereign and which are not, and in so doing, it has deprived the Parliaments of its member states of the authority of legislatures of sovereign nations.

NATO is a supergoverment and increasingly, Canada is being governed by foreign powers, and especially by an American centred pannational military-industrial complex, a narrow oligarchy of the extremely rich and powerful, which has loyalties neither to any nation nor to the human race.

Our protests against the Neo-Fascism of NATO are not only about Yugoslavia and the Serbian and Albanian victims of NATO. They are not only protests against war, against armed aggression as a means of attempting to resolve problems. Our protests are for the sovereignty of nations. Since individual rights cannot be defended without the sovereignty of nations, nor can charters of human rights and freedoms or constitutional systems be maintained without the sovereignty of nations, our protests are about very fundamental ideas and concepts of humanity itself.

Brothers and sisters, whatever Serbia must now endure in this new crucifixion, let us understand that we are once more called upon to be the guardians of the gate. Serbia may yet save Europe from NATO Neo-Fascism, from the perversity and degeneracy of this "New World Order." God grant strength and courage to the Serbian people to persevere.

About the New Ostrog Monastery In Canada
Belonging to the Jurisdiction of Archbishop Lazar

We were very astonished about the way the history of this very small church is presented. We suppose that the archives of the New Ostrog Monastery are very inaccurate about historical information. Since Archbishop Lazar and Bishop Varlaam were consecrated by our Metropolia we are able to provide the public with better information.

First: Archbishop Lazar was consecrated by the will and initiative of our Primate, Metropolitan Evloghios, who proposed Vladyka Lazar as a candidate to the Holy Synod of our Metropolitan Church which received complete autonomy in 1984 from the head of the Old Calendar Church of Greece, Archbishop Auxentios.

In 1989, Metropolitan Gabriel, the first primate of our Metropolia, abandoned our jurisdiction and was received as bishop, together with his other vicar bishops, into the Orthodox Church of Poland.

In 1990, Archbishop Evloghios of Milan was elected as second primate and proposed the consecration of then Archimandrite Lazar to the remaining Synod after the departure of the Portuguese bishops. The Synod of our Metropolia accepted this proposal of the new Primate Evloghios and Father Lazar was consecrated bishop by him, assisted by Archbishop Gregorio of Turin and Bishop Vigile of France.

For this reason it is completely wrong when our brethren of New Ostrog Monastery publish on the internet that Archbishop Lazar was ordained under Patriarch Volodymir of Kiev after the Autonomous Metropolia of Western Europe and Canada entered into the Ukrainian Orthodox Church of Kiev. This assertion by New Ostrog Monastery is absolutely false because the holy Patriarch Volodymir of Kiev was not even a bishop at the time of Abp. Lazar’s consecration, but only an archimandrite. It was only afterwards that Archimandrite Volodymir became vicar bishop and in 1992 Archbishop of Lviv.

The information on the internet from New Ostrog Monastery reads: “In 1994, at the decision of Patriarch Volodymir, Vladyka Lazar was elevated to archbishop and Father Varlaam was consecrated bishop of Vancouver.” We are very scandalized because of these false statements.

In 1989 the head of the Ukrainian Orthodox Church in America, Metropolitan Mstyslav (who later became the first Patriarch of the Ukrainian Church) recognized our Autonomous Metropolitan Church as “equal to us” and granted us spiritual communion. Only in 1994 did we enter in canonical communion with Kiev, but even then as completely independent and autonomous, according to the conditions of our original tomos of autonomy from Archbishop Auxentios of Greece. Because the holy Patriarch Volodymir was a very correct prelate, he respected our Church and our autonomy. For this reason he never—we emphasize, never—interfered in the internal questions of our Church, as, for example, the consecration of bishops. He never dared to decide any consecration of bishops for our Church. For this reason the text of the New Ostrog Monastery is an invention and not a fraternal sign of gratitude for our Primate, Metropolitan Evloghios, who has always shown great respect and brotherly love for Vladyka Lazar. To hide this reality is not a correct way of behaving. We still have in our archives the written agreements of our bishops concerning the intention of Metropolitan Evloghios to elevate Bishop Lazar to Archbishop and ordain Father Varlaam as bishop.

In 1997 we decided to retire our communion with the deposed Patriarch Filaret for two reasons: first, Michael Filaret Denisenko never respected our Church and its autonomy--his intentions were to destroy our autonomy; second, the deposition, anathematisation and excommunication of Michael Filaret Denisenko by the Patriarchate of Moscow was accepted by the other Orthodox Churches and created so many internal problems for us that we decided to retire our intercommunion by synodal decision.

Archbishop Lazar subsequently, and without consulting his Primate, Metropolitan Evloghios (who had always been a great benefactor to him and to whom he owes all his ecclesiastical dignity) abandoned our autonomous Church to follow a deposed and discredited “patriarch.” Despite this we still hope that one day Archbishop Lazar will repent, understanding his great lack of gratitude, and return so that there will be a great feast as the Gospel tells of the prodigal son.
