How old is this statement? One of the priests who signed, the last time I checked, left ROCOR in 2001 and is now with the Carpatho-Russians.

I don't know if this is where Fr. Mark got the document from, but I did a search on Google and the only place it came up was on this page. According to the site, the document is from June of 2004. Are you sure about the priest that you mentioned?

I know of at least one document which had names of Priests added to it, when in fact at least some of the Priests never even read the document, and certainly didn't agree to add their name to it. I'm not saying that this is the case here, I'm just saying that strange things are known to occur. I wonder how careful they are to check whether the people who email them to add their names are actually the people they claim to be. All it says at the bottom of the page is: "To add your name to this appeal, send an email indicating this to appeal@orthodoxinfo.biz"

Could you perhaps check with the priest that you mentioned, and see if he knows that his name has been added to this document?

I stand corrected. The Priest in question is apparently back with the Church Abroad. I just found the site to his new parish. My apologies!
