I asked Archbishop Tikhon about, and he told me that the RTOC Synod decided to commemorate St. Philaret of New York on the day of his celestial protector, St. Philaret the Merciful instead on his repose, because it is very difficult to combine the service of St. Philaret with that one of St. Michael and Heavenly Host, which is a "Polyeleos" feast. Also, in this decision, the Lesna Sisterhood, has had enough to do, because they composed the St. Philaret service for RTOC.
