It is very interesting. I am weary of the whole Patriarch using the government to shut down churches bit. I was surprised of Met. Cyprian's words on how communion may be established and how then he would give the parish to him, especially as the GP gets it as things stand now anyway! I agree with your assessment of it being strange and seemingly inconsistent.
