Let's grant Fr. Daniel (whom I respect immensely), a "new calendarist" OCA Priest interprets St. Cyprian as an expert. Let's also say that St. Cyprian has thorough Patristic Foundation and is expressing the phronema. The way the Church recognizes all this is through conciliarity and not individual pronouncements...
