It does sound much the same to me as well and of course open to abuse by bishops who just want to get the cases off their desks so rubber stamp the declarations of nullity.

Well, I don't know about all that but when Windows 10 told me I didn't have sufficient permissions to get into the Apps folder even as a supposed "Administrator", it kind of soured me on the OS.
