The RCC says that the Ecumenical Councils are infaliable, but what about when the Pope decrees something that is the opposite of what an infaliable Ecumenical Council teaches?

Well, to be fair, the RC dogma of papal infallibility would say that such a thing would not come to pass "ex cathedra". However, the RC's also teach that an ecumenical council is legitimately so only by the consent of the Pope, so theoretically what an ecumenical council teaches is also what the Pope teaches, and vice versa.

Pope Honorius of Rome was condemned by the sixth ecumenical council for monothelitism. He wrote a letter to Patriarch Sergius who had asked not for a personal opinion as RC authors allege but for confirmation of the teaching of the Church . Honorius responded by teaching monothelitism.
