Because they do not hold to the same faith as the True Orthodox. Most of them consider the True Orthodox to be tainted by what they consider to be Byzantine innovation and to have betrayed their beliefs before the calendar issue and ecumenism even arose.

The so-called Old Believers (Old Ritualists) have been outside the Orthodox Church for hundreds of years, except some of the Yedinovery, who rejoined the Church in the past. The fact that the Russian hierarchy mishandled the correction and standardization of the liturgical books does not change the fact the the Old Ritualists were schismatic in their way of dealing with the issues. The OId Calendarists are completely different in that the calendar is a canonical issue and they were correct to disobey the new calendar hierarchy, whereas the issue of how to cross oneself and how to spell "Jesus" are not issues justifying the schism of the Old Ritualists.

ROCOR apologized for the transgressions of the Council of 1667 in 1974. St. Philaret considered them (the priested Old Believers) grace-filled at that time along with all of his bishops. There was an Old-Rite parish in ROCOR until 2000 in Erie, PA. St. Philaret and ROCOR considered that 1667 never occurred.

That is correct, though currently there aren't any groups who use the Old-Rite and belong to a True Orthodox group.
